Well, Jet openly stated he wanted to drown civilians in his premiere episode, so at the very least he was a terrorist in the making, by that point. Every time I rewatch the series, I am amazed that they wrote a “made to be liked” character that tries to do something worse than Zuko or Zhao had done in the series so far.
