I've found 7200 kbps to be the highest i can stream at as an affiliate. Going higher than that and they'll start forcing transcodes and hide your source quality from live viewers. Resolution-wise if you're looking for something lower than 1080 I'd try 1440x810. It's exactly 75% of 1080p which to my knowledge keeps the pixels from stretching in either direction.
