Sim Settlements 2 Wasteland Reconstruction Kit has several signs for each vanilla settlement, along with a wealth of other settlement options. It does not require SS2 if you're not into that.

I did my first modded playthrough with Depravity, Outcasts & Remnants, and Project Valkyrie. The writing is bad, the environments were bad, and a lot of the plot made no sense.

As the name implies, this is more like Sim City. You put down a square meant to mean certain categories. If you put down an agricultural plot, one of the pre-defined options will appear. You can customize it as much or little as you want.
The plot lends itself more to the Minutemen, but BoS fits well too. Your backstory works fine.

I use Workshop Rearranged and it's never given me issue. Elianora is an experienced, well-known modder, so I doubt her Castle mod is the problem. I've never heard of Makeshift Homes, but the author hasn't been active for 7 years, so take from that what you will. I know from enough people stating it and my own experience that Scrap Everything breaks your game the more you use it, so the damage might already be done. Try disabling any of those.
Also, I you may want to consider moving away from AWKCR. I dropped it and all its dependencies, and my new playthrough is so much smoother. That's just my 2 caps though.
