They have databases, and what they need is "locating information". If you know a group/nursing home they live in, or other information to find them (even if it's "Jones road, a mile down and then the 4th trailer on the left" or similar) that's fine.
You have enough to file a state and a federal EEO/human rights complaint.

If it is anything like calling CPS, they will want the identities of the alleged victim and abuser, any locating information about the above parties, and a description of the alleged abuse.

You realize that there are tons of misconceptions and misunderstandings out there about how CPS works, right? Someone having questions about whether to call is perfectly normal, and also not an indication that there isn't imminent danger.

Something that you can sue for,
"Medical kidnapping" is not a tort, you can't sue for it. There are other things which you can sue over, which could be related to the situations that people call "medical kidnapping" but you're also forgetting that anyone can.sue over basically anything. The bar to file a suit is low, the bar to succeed is much higher.

CPS investigation is justified, and removal may be warranted, however this kind of jumping to conclusions isn't helpful here.

It has similar problems to the Glenville Bridge, and nothing they do seems to stop trucks from getting canopened on that one either. They raised it, and added a crash bar to protect the Bridge itself from damage, it has many notifications leading to it, and people still hit it regularly.
Even if we ignore the babysitter assumption for a minute, there's still the wild fallacy that a family vacation requires everyone to stay together the entire time.
