It really depends on the goals but a typical military would aimed to take control of local governments since they're unlikely to actually fight when you burst through the door

They'll keep running the joint but completely under the conqueror's control until they decide what to do with it

Armed forces will typically be captured as POWs at first but depending on whether or not the invading force got inside help from parts of the countries government they may just be integrated

It's very dependent on the goals and resources of the conquering force

I guess I'm running a similar position to you except God (literally the universe itself) does exist and the interpretations or god like beings are simply parts of God that have materialised in some way, humans and other creatures are part of the universe but are very low ranking

Bassically the world was set in a cold war era zombie apocalypse in which most zones had been contained

Certain zones were guarded by PMCs and eligible PMCs can enter the zones

These PMCs would take contracts with the government to do patrols and slowly being down the number of zombies and 2 would allow a way for people who may have lived in that zone to request mercenaries on patrol to go and collect items they left behind, this could be as a simple as picking up a photo album or breaking into a bank

Some mercenaries would set up black zones within infected zones where groups could relax and some were big enough to be entire communities and allowed a flourishing black market
