Cultivars grafted onto the rootstock grow better and produce more fruit than if they used their own roots. If you let the rootstock take over it will take resources from your cultivar and possibly outcompete it altogether.
Yes. You can see the 'trifoliate' (three-leafed) rootstock growth, that needs to be removed or it will overwhelm the graft.
