when I volunteered at my local SPCA (a "no kill" shelter) they explained during the very first training:

the SPCA is not government funded, so they have the privilege of turning down animals when they are full.

the municipal shelter does not have that luxury. they have to take in any animal that is brought to them. they have finite resources and it would be cruel (if even physically possible) for them to contain every animal they take in. euthanizing animals is the most humane option for them.

the SPCA here does work with the local shelter to take in extra animals when they can. but since they are sometimes forced to say no, they are equally responsible for the animals that are put down. it's really not the "kill shelter's" fault and the terms are really misleading.
