There should be a reservoir with a slider valve on it. You can manually open the lights with that.
Suspecting old vac hoses? Might be simpler to get a couple of spools of vac hose and update the system in one shot. If old hoses are leaking then it’s just a matter of time until there’s a new leak.

The switches seemed like they were really durable (‘68 Camaro RS). The hoses though. Not knowing the rebuild history; could be a flex leak right where it connects to the switch.
