People who jog on the road next to a sidewalk need to be cited

I give a pass to the joggers out here where I live, as there aren't any sidewalks but I fucking hate it when they are running against traffic. Especially on the blind corners. Like yesterday. Lady and her two dogs, comin against traffic on the biggest blind corner of my drive. If there were better shoulders for the road, no big, but there are not so this lady was a good ten feet into the road and struggling to keep her dogs in line. Thank God no one else was coming up the way as I swerved over to avoid hitting her or the dogs.
Not that our middle school here in the area doesn't have a great track to run on or anything. About a mile and a half, through a cute little forest too. That's where'd I be if I wanted to jog in the country. But I guess that's just me.
You're supposed to use the side where you're facing oncoming traffic when you're on the road. In the USA, that is the left side.
Would you jog on a rural road with little to no shoulder space (I'm talking a foot or less of space) and on blind corners? I sure as hell wouldn't.
I don't know. But if I was going to use the road, I'd make sure I was facing traffic.
