Turtle has white/lighter spots on shell and pinkish presentation on underside. She is happy and active as normal. No changes in environment. Lives in a 55 gallon tank. Picture of tank quality. I can start treatment but want to be sure that is what this is opposed to something else.

Do they have a heat lamp? UVA & B?

Heat that does uva and a separate that does uvb? I promise I’m not trying to be condescending, I just genuinely didn’t know that I needed uva and uvb.
I was actually searching this thread a few weeks ago, and mine will on and off get pink underside. I think it’s due to blood flow.
The ones I have say they do both UVA and UVB and there’s a heat lamp as well.

She does have the UVB/heat lamp set up and two basking docks. The lighting is set on a timer and she is in a room with a large window. She constantly used them as well.
I can see that but the fact she’s retaining scutes, some of them look like they were from when she was a hatchling, means she’s not getting adequate UVB. UVB cannot pass through glass so the window doesn’t matter.
You need to adjust your set up.
Sounds good! We just bought new lights that say they are UVA/UVB combo. The ones we had before said they were UVB but we bought a new mesh top. She has two lights as well.
I was reading through previous posts as well, and the white spotting i have seen only really shows up under water. some other posts said that might be air bubbles under shedding scutes? if she is shedding them out, is that a sign the new lights are doing well for her?
I'd be careful about bulbs that claim to be a "combo" of UVA/UVB. You only need UVB out of a UVB bulb. Most heat bulbs also provide UVA, which has a completely unrelated and less important function than UVB. Mesh top is good to have since they allow UVB through unlike glass tops.
I’d be careful about using those UVA/UVB combo lights the majority of them are a scam and some of them can even be harmful. The mesh top is perfect.
If she is shedding awesome. You can help by feeding her some wheat germ pellets, make sure you’re feeding her a proper diet, and have the correct basking temperatures. This is something that can take months-years to correct so keeping on top of husbandry is key.
