It's Norm Mcdonald, he's famous for edgy, kinda deadpan comedy. He's not someone who would earnestly sell out to a product like this, so he's mockingly reading out their ad verbatin and dissecting it instead of putting any effort in. This is making his co-host laugh, which is, in turn, making Norm laugh, which ultimately led to man grate cutting ties with Norm's podcast. They mention it in a later podcast, so it's even funnier knowing this is what led to them losing their sponsor.
With the actual context of who they are and what they do this makes wayyyy more sense. I honestly just thought they were kind of stoned before they went on for this podcast and starting laughing at absolutely nothing or maybe the word “mangrate” itself.
