In my little Bay Area Town, there is a lot 5 min from my house. It is mostly overun by grass most of the time. The owner was last located in Nevada in the 1980s. I wonder how many vacant lots exist due to their owners just disappearing. It seems to be better served if the town can say "well its literally free realstate". And actually put it to use. Like incorporate it to the animal sanctuary.
