2 years ago (I was 16), I worked at a thrift shop. It was fun, loved my coworkers and I really enjoyed working there until something similar happened (26yr-old man started spreading drama after I rejected him). I quit. I didn’t tell upper management since he was a referral from one of the front end managers. But I really miss working there sometimes. I own my own business now and in school but if they offered me my position back knowing that the person is gone, I’d take it.
Doesn’t hurt to reach out, but the reassurance needs to be there.

You should work in the deli until you understand it and then you’ll know if you need to fire drama lady and get a good team in there (including rehiring the girl if possible). It doesn’t sound like a good idea to rehire while the problem employee is still there.
Any action to re-hire the good worker is premature. You haven't yet solved the deli issue and you frankly aren't sure if you'll be able to solve the deli issue. So even if you could re-hire the good worker, it's inevitable the drama source will cause a problem at some point and it will immediately be exposed you're not able to keep your word.
Solve the problem with the drama - which will mean getting rid of the problem employee - first rather than lie to a good worker in order to entice them back.
