Edit: Only Tuas viaduct is prohibited, cyclists technically can use all other viaducts. So other than them being larger than the allowed group size nothing is wrong with where they’re going.

Anyway, highways aren’t always overhead roads. Nicoll Highway is at ground level, while the other two highways have sections at ground level too. The term ‘highway’ is simply referring to roads that are one category above arterial roads.

I remember LTA clarifying that bicycles are allowed on highways and viaducts (e.g. West Coast Highway, Lornie Highway, and Bartley Viaduct), except the one in Tuas. As far as I’m aware, they are only banned on expressways.

I don’t cycle but I’m actually very pro this. It’s the equivalent of 15+ cars on the road or a group of humans moving along and enjoying themselves while reducing traffic and car fumes. Should be encouraged and respected.

The biggest problem is, most of these cyclists are not commuting. I have no issue with grab cyclists or courier uncle on the road cos they are commuting for a living. The spandex ones are not.

They are legally allowed to do this. Singapore's highway code evolved when there was something called trishaws on the road, which are classed as another vehicle, so bicycles are supposed to travel along the roads. In fact, it's cycling on pedestrian walkways that were not allowed in the past but it isn't really enforced.
tl;dr: Bicycles are classed as another type of vehicle (class 1 in the past), they are both allowed and supposed to be on the roads, not pedestrian walkways.
