I know that the horror Shoujo are a niche sub-genre, but since this is what got me into reading Shoujo, I feel they need some love too!
My pick would be Eiko and her cousin/step sister Yayoi from Dark Gathering. It might seem controversial, because within horror sub-genre they are already decently close to some already existing Shoujo heroines. In fact, one can argue that you wouldn't need to change much about the story to post it in Shoujo horror publication beside making few horror sequences less explicit. Then again, Tomie and Jigoku Shoujo are also the Shoujo horrors, so I'm not sure about need for any changes.
Some arguments for both girls, starting from the least controversial one, Yayoi Hozuki:
She's very much in the zone of "creepy/fancy looking girl with horrific powers hounding evildoers" of recurring Shoujo horror characters.
Her motif of saving her mother's spirit from a monster fits well into this aesthetic.
Doll and plushies themed horror aesthetic is also something fitting many Shoujo horror stories.
Arguably, the only non standard element is her also being oriented towards physical violence and being a bit of a tomboy.
Eiko Hozuki, on the other hand, is a bit controversial take because she's a yandere classic, which might clash with what people expect from Shoujo heroines. Despite that, I feel like her character still fits within traits shoujo heroines need, especially if we look at the plot from her PoV. Some arguments:
Her main character is essentially a girl being drawn into dangerous and arcane world trying to follow a mysterious, lonely boy who saved her life with his strange premonitions. Which is arguably a scenario pretty similar to like 1/3rd of paranormal romances.
She's not much more obsessive than other heroines from the Shoujo Horror genre. Here, I said it. Shoujo horror has enough examples of yandere girls to compare Eiko with them. In fact, the main difference is that her obsession is played for laugh more often than usual in Shoujo.
She's full of agency and makes her own choices. She can be argued to be the second most proactive character in the main trio and the reason the trio formed in the first place.
She's attractive in a way Shoujo heroines are attractive. Her middle school flashback could be screenshot from a Shoujo anime. In fact, a lot of her scenes outside the horror and action scenes could be screenshots from Shoujo anime.
Since I can't stop myself from writing, I feel like Ai Kamiyo from the same series also fits. She's cute, cheerful girl in a horrible, seemingly inescapable horror scenario featuring being married off to a supernatural horror. She's essentially a character from a Shoujo horror one-shot, except instead of dying to strange fate, the other two heroines come to her rescue. Other two heroines and male lead, Keitaro, who arguably could be a paranormal Shojo lead already.
Kagome and inuyahsha would kill it. Ichigo and Orihime from bleach.

I'm not sure if they'd make the "perfect" shoujo heroines (is there even a perfect ideal for a shoujo main character?), but it would definitely be super interesting to have Rin Tohsaka (Fate), Arcueid (Tsukihime), Shiki Ryougi (Kara no Kyoukai), or any leading lady from the Nasuverse featured as the protagonists of a shoujo series. Nasu's initial concept for Fate/Stay Night actually featured a female protagonist, and I can't help but fantasize about how cool that would have been if it had ever been realized (The OVA for that looked amazing and definitely showcased a broad appeal). I just think Kinoko Nasu's ideas in general have a broad appeal, so yeah, that'd be my pick I guess:)

Shikimori and Mikadono Sisters are both so shoujo adjacent at times that the main leads and some of the supporting cast from those would fit in shoujo with no changes done.
Yeah, I'd even say that Shikimori as the series actually feel more appealing to female demographic. Especially with very different reception for the anime between (actual intended audience) male and female watchers.
I can't recall where I read it, but I remember reading that it had a near 40% or more female readership which actually kind of tracks in a way.
That was from interview with the author and her editor, talking that it has high amount of female readers for romcom manga in a shounen magazine

Shino from Aizawa-san Zoushoku. I mean, the original series is so focused on her and her feelings that the only change would probably be shifting fanservice's target to her BF.
Some extra arguments for why Shino works as Shoujo girl:
Cool premise of paranormal comedy about girl's emotions manifesting as her doppelgangers
Genuinely pretty good romance part of her rom-com. The only thing Shouta lacks to be a Shojo protag is being a bit short.
Arguably, one of the best arcs deconstructing some of 10's rom-com tropes like kuudere, school idol and the idea of "perfect" girl
She's just cute enough to work.

Kana from Oshi No Ko has the hallmarks of a shoujo protagonist, especially if you view OnK from her lens.
Rin from FSN is under the same boat as Kana. If you watch UBW and follow her as *the* protagonist instead of Shirou, it plays as a shoujo heroine who's fighting to save her troubled ML from himself. Srsly, look at the amount of guys who're into Rin/relevant to her in that route lol.
Any idol series featuring cute girls. Aikatsu was the most shoujo-esque tho.

It could be a reverse harem, or just a straight up age gap romance. Working girl in her mid to late 20s, She meets Nariyuki the same way, but story focuses on them more and her relationship with her sister,co workers, her parents. She also tries to have a life outside work (to no avail). Then the relationship kind of fizzles out because Nariyuki has to graduate. But lo and behold he comes back as a teacher after graduating. Basically her ending route.
So what can draw readers to her/her story? Because she's a Superwoman that's also a "loser". Strong character but very flawed.

This might be a weird one but I think Gray from Fairy Tail would do GREAT as an angsty brooding dark-haired love interest rather than having to deal with the horrors of a fantasy adventure series
