[Scotto] The Toronto Raptors have agreed to a 3-year, $6.11 million deal with Jonathan Mogbo, league sources told @hoopshype. Mogbo, the 31st pick of the 2024 NBA Draft, gets the max amount allowed under the second-round exception. Agent Austin Walton of NEXT Sports negotiated the deal.

They were previously getting guaranteed contracts. In many ways, this is worse for second round draftees.
Previously, you could offer second rounders a 2 year minimum contract, so the new exception adds up to 2 years (4 total) to their rookie contract, but it remains at the minimum salary. But with a 2 year contract, 2nd round draftees were eligible to become Restricted Free Agents after their second year, and could therefore receive a sizable offer sheet after only 2 years in the league. Now their team retains control of them for an extra 2 years and at the league minimum.
Fred Van Vleet is a great illustration of the difference in outcomes. He received the minimum for this first 2 years in the league. But because he wasn't on a longer contract, and could become a RFA after his second year, he was able to sign a 2/$17M contract. Under the new 2nd round exception, FVV would have been potentially limited to a 3 or 4 year rookie deal at the minimum salary, which would net him ~1/3 of what he made his first 4 years under the old system.
Think of it this way: this new CBA contains mostly concessions from the players. The punitive second apron rules reduces the incentives of rich owners like Ballmer to just pay the luxury tax, no matter how large. Why would the owners be so generous as to increase the potential guarantees to second round rookies in that kind of environment? Because it isn't an owners' concession, it's a players' concession.
That 31st pick is so much better than the 30th with these different contract rules.
Kind of the point I guess. I think the next cba will expand on this as teams throwing away 3+ second rounders in a trade with basically no drawback is becoming a big issue
Might need to expand the draft to a third round primarily for two-ways so teams can splash minor assets on small trades. Second rounders are far too valuable these days.

We got multiple future 2nds for #34. We took money to move down from #40 to somewhere in the 50's, then sold that pick for money again.

It's always been about their value relative to first round picks as the idea holds that you're less likely to find value. Teams without much left have to stack a few. Still, Terance Mann was a second round pick and great value for clippers

Precious is a bit taller and is 2 years older but is comparable.
Mogbo can’t shoot. I think he has better BIQ than Precious but defensively they’re very similar. Undersized centre who is strong and athletic. One thing he has over Precious is his passing and general court vision.

I actually don't think they are very similar on defense. I think Mogbo is going to be a much better switch/perimeter defender whereas Precious was a post shot blocker coming out.
Precious turned into a decent switch/perimeter defender when he joined the Raps. He was just so inconsistent with us and became a backup C which limited his defensive role.
Mogbo is listed as an inch taller than Precious according to RealGM.
They also said that about a ton of other players on our roster that are no longer here because they couldn't learn to shoot.
Scottie was a top 4 lotto pick, he's a 2nd rounder, this isn't even remotely comparable.

Really curious how he will turn out. His combination of efficiency numbers, length, athleticism, and playing style is very rare but he’s also an older prospect from a smaller program.

I also assumed that teams could already go over the cap to sign second round picks the same way they can for first round picks.

Which is great. Too many 2nd rounders end up never having a proper nba chance and it seems like the NBA are trying to usher teams into finding those hidden gems

Under the old CBA, you could offer a second round draftee a 2 year minimum contract. You could also offer a longer contract (3 or 4 years), but you either had to use cap space or your MLE to pay for it. Christian Koloko was signed to a 3 year contract using the MLE.
From a team perspective, the problem was that if your second round pick was successful, they were eligible for restricted free agency after their second year - so another team could offer a large offer sheet, after just 2 years.

To add to this the reason the Raptors gave Mogbo 3 years instead of 4 is that he will be a restricted free agent at the end of the contract. If it was 4 years he would be unrestricted.

If a player is drafted in the second-round is good then a team usually doesn’t pick up the fourth year option because it’ll let them enter UFA after four seasons instead of RFA after 2-3 seasons. Lakers probably gave Bronny the option to increase the guaranteed salary for the first three seasons.

It’s reportedly a team option, not a player option. There’s no fourth year in this contract probably because second-round talent go straight into UFA after four seasons but after three seasons they’ll enter RFA instead. That’s how Brunson left the Mavericks for the Knicks.
