If a SIG has a coordinator who is not communicative, are you allowed to start a related SIG?

It is a fine line. If you do want to start/run an entrepreneurial special interest group you will need to make sure your mission is clear and there is clear consent by new members. Otherwise you have a lot of latitude as long as you don't involve Mensa too much or try and cold solicit other Mensans.
I want a sig of people who aren't retired and ancient.
There are lots of those, however, since retirees have more free time, and Mensa SIGs are volunteer run, you will see quite a few which cater to an older crowd.

Mensa can certainly disallow your request. Report it to Mensa and they will follow up for you and delist the SIG if necessary. Sometimes people legitimately pass away unexpectedly and don't just abandon their group. Mensa only re-verifies SIGs once a year unless they receive a report from another member.
I don't need some dorks at mensa telling me what I can and can't do. I am physically stronger than them.

I'm an inactive coordinator. I validate and approve the new members, but otherwise radio silence. But not unresponsive. I would gladly pass the torch to another who wants to drive the SIG forward with passion.
If it's total radio silence and you are not getting any response at all, sure start a new SIG. But, I recommend reaching out... maybe they are just tired of it and would appreciate the new energy. Myself, my life changed and I'll never participate in the special interest again, but I don't want to just close up shop and disassemble. It's a cool collection of people with similar interest. I can't take that potential for connection away. Hmmm... I think you just motivated me to get a co-coordinator in case I get hit by a bus.
