This kind of change is really going to depend on voting.
House members are voted/elected every 2 years, and Senate members every 6 years. But there is no re-election limitation on how many times they can be re-elected, except in losing to someone who gets more votes than them, I think.
We do need term limits, and we do need to regularly keep new candidates rotating in so there's no potential for corruption to unfold. And if someone is doing well enough, they can serve for up to a few years (limit the terms accordingly - House members at 4 years/2 terms may be enough, or worth considering to expand out a little more; Senate members at 12 years/2 terms feels perfectly fine to mine, though).
Term limits won’t matter you’d just get a new corporate owned shill to replace the last one while the guy retiring will go into “consulting” or “lobbying” or both.
You need to replace the whole system with a different one that doesn’t prioritise money, where corruption especially the legalised version (lobbying) would be banned and carry at the very least a heavy prison sentence,
To do this you also need the right to recall (the people who is elected can be removed at any time by a vote of no confidence out forth by their constituents) and political campaigning and the attached fundraising needs to be curtailed if not outright abolished thus preventing the bullshit factory (media) from being able to skew the vote one way or another towards their loyal shill

It's not their age. It's their corruption. They serve their donors first, and only. The people are an afterthought, at best. Donors = weapons manufacturers, health insurance companies, wall street banks, and of course AIPAC.
Old or young, you have to ask: "Who is funding their campaigns?"
If you look at these numbers vs. population demographics it's heavily skewed (ie. Greater than 4X Silent Generation, 2.6X Boomer, 1.5X Gen X to % of pop, with 3X fewer Millennials).

Gen X are people in their 40s and 50s. Most voters in that demographic are just as fucked as those that came after, especially those of us in our mid to early 40s.
