Its categorically a subtype of Bundling and Exclusive dealing.
I would contact them through a legal inbox however they don't have a public listing for said contact. Their legal page consist of the 'legal jibber jabber' but no official contact, the contacts linking to their socials.
I'm all for people spending money how they please, but breaking consumer laws isn't one of them and I'd appreciate a rioter to respond with a contact email to address this issue as there are already numerous reports on this topic and the last thing I personally would want is the oceanic servers be shut down (which has happened to other games in the past which have broken this exact law).
What other games that had OCE servers shut down are you referring to? I still don't see what law it's breaking.
Exclusive dealing happens when one business trading with another business puts conditions on the other’s freedom to choose: to buy all its range of products, even if the customer only wants to buy one, known as full line forcing
This is a quote from your other comment, this is literally just one of the definitions they've provided, not necessarily illegal
Are you taking the piss? You realize this is reddit and not their legal team's inbox right?
You act like this will ruin them, when it is probably just something they forgot about. Managing the laws of all countries worldwide can be troublesome.
The massive legal repercussions you talk about boils down to the ACCC telling them "Hey, don't do that please.".
Do you really believe Tencent is gonna lose money?
Good luck bucko, they found a loophole in law to allow this, but go ahead and sue the indie company.
I figured I should add which law in specific for my country in general. You are breaching the exclusive dealing law.

As stated on the page for reference. Exclusive dealing happens when one business trading with another business puts conditions on the other’s freedom to choose: to buy all its range of products, even if the customer only wants to buy one, known as full line forcing
The signature skin, is locked behind a bundle being forced to purchase pass skips and the pass + extras just to obtain the skin.
I suggest this is addressed quickly as this will have massive legal repercussions.
one business trading with another business. you are not a business, and it does not lessen competition too. so its not breaking the law.
Get over yourself and stop worrying about what other people spend their money on.

"Exclusive dealing is common in business arrangements. It is only illegal when it substantially lessens competition."
Nothing is stopping you from buying skins and cosmetics in other games
