Drops yarns has a pretty decent Norwegian / English knitting dictionary. You will probably be able to knit it with a combination of Drops and google translate.

It's from the book 'Knit one below' from Elise Duvekot, and she has several patterns similar to the one you've showed. They are done in Brioche, where the knitting is done by knitting or purling into the stitch below, which resolves the stitch above and has the same effect as the Brioche stitch like the 'yo, knit yo and stitch from row below together'. Just faster, more consistent, and with less hassle.

You can find something close to this color work pattern in the Leftover City cowl by Kasey Herlihy and adapt it to a basic sweater pattern.
Why do you need a pattern?
It’s just alternating two colors, every second stitch, and doing wide stripes of color blocks.
You can do that on any basic sweater pattern.
