Just tried with strong neodymium magnets, yeah it doesn't work.
Just tried with my local pizza joints fridge magnets... can confirm it still doesn't work.
If you put a metal backing on the magnets (about 1/16 or so thick), they'll be even stronger on the bare side, facing the window.
Can't say how many of these I've been gifted, they never worked even a little bit.

After working in multiple high rise buildings I can say that not one of them has windows that open.
Super late response, sorry. But all high rise apartments have to have these little opening things for fresh air in case of a fire elsewhere. It brings you fresh air while the other apartment burns while you wait for rescue. Or something like that, I watched a YouTube video. That's my only source, lol.

I’ve lived in a 32nd floor condo with a balcony and windows that could be cranked, at an angle, out. But no semi-modern commercial high rise building has windows that open.
But you don't really want 'fresh air' during a fire, right? Because it'll feed the fire with oxygen and make it a bigger fire, right???
Isn't that kind of dangerous? I'm thinking of fires. If not strong enough to break the window themselves, they'll likely die from the smoke accumulation long before a firefighter got to them. :(

No matter how many times I try it myself, I don't think I'll ever be able to clean windows/glass as smoothly and as neatly as these professionals do. Even when I try the technique shown in the video I feel like I'm not getting it.

There are commercially available window cleaning robots that work by vacuum suctioning. The robots do all the work!

So enough that you should literally never have to clean your windows if you don't mind a small amount of dirt.
Uh, no? Rain rinses off loose dust, but windows get oils, bird poop, sap, pollutants, and all sorts of other things on them. There wouldn't be an entire skyscraping window washing industry if it wasn't a legitimate need.
