Because it's become so commonplace that games can now recoup their development and marketing costs before the game is out. This exact thing happened with Cyberpunk 2077.
Just as horse armor DLC for Elder Scrolls 4 eventually led us to the MTX-plagued digital storefront shit-fests we have now, pre-order culture has insidiously crept up on us. It started because pretty much everyone was playing on consoles and digital distribution hadn't been invented yet, so people actually needed to pre-order their physical copy so they could be sure they'd get the game on launch day.
Then as we started shifting to digital distribution platforms, even console copies would just have download codes in them rather than a disc. So the incentive to pre-order began to wane. To get it back, publishers started pushing harder and harder on preorder bonus content. Like horse armor, it began with little bits of cosmetic fluff. Now they're paywalling content behind it like this Dark Arts Arena thing.
We shouldn't normalize paying in advance like this for any goods or services, because that's how you get robbed. Publishers can hype up a game and say it will be the best thing ever with tons of features, and then crunch their developers to death cranking out a subpar product, and maybe it gets review-bombed and a bunch of people request refunds. A lot more probably don't, though. So the publisher gets to take the money and run. Other businesses would get taken to court for false advertising, but it's harder to apply that legislation to a relatively newer industry.

Some people hate the author and world and will bash the game even if it’s the best thing ever.
Then you have people who are such huge fans they will give the game a 10/10 just because they can fly on a broom and walk Hogwarts.

To be honest, it’s gonna struggle to even play on switch, the necessary reduction in quality will be tragic.
I’m saying this as a massive Switch man, it’s my favourite console but it’s going to have a really hard time making this game work…. I hope I’m wrong but…. Even the Witcher required a pretty horrible drop in visual quality to make it run.
I just wish Nintendo had have updated the switch early instead of limping to the finish line to be honest.
I’ve said it a million times though, the switch is my favourite for it’s portability and Nintendos IP, I don’t necessarily expect it to play AAA titles and I actually kinda wish they wouldn’t try. However Ark showed that with enough effort and time invested, it can be done.

Not every new game needs to be next gen. Not many people have $500-1000+ to drop on a new console or beefy PC, especially when the game was announced before next gen even dropped.

Just because the last-gen release is later than the next-gen initial release doesn’t mean it’ll be more polished. Frankly from the system requirements I get the impression it’s not optimized very well at all. No game should have 32GB RAM in recommended PC specs until the next console generation. Neither the new Xbox nor the PS5 have more than 16GB of RAM.
The studio behind this game isn’t all that impressive either. They don’t have a track record of releasing ambitious RPGs of this nature, they’re not Bethesda or even CDPR. And WB Games is…WB Games. They’re not a great publisher, in terms of quality control or consumer relations.
The smart thing to do is be very skeptical of this game before it comes out. Aside from flying around Hogwarts and seeing some combat and Room of Requirement gameplay, we’ve seen very little of the game that isn’t a cinematic trailer or otherwise a highly curated showcase where rough edges can be easily hidden. I’m not saying the footage was faked, I’m just saying they could be hiding a lot of bad things.
Mark my words. Hogwarts Legacy is incredibly likely to be a Cyberpunk-level shitshow at launch. Whether it gets fixed afterwards and how quickly, no one can say. But you already gave WB your money, and they tried every high-pressure sales tactic in the book, including an early release date for preorders. These are huge red flags and they’re all being ignored because this fanbase is too desperate for a proper RPG instead of a mediocre movie tie-in game.

I went back and checked the official site and it says Recommended specs should be able to achieve 1080p60 on the High preset with 16GB of RAM. But 1440p60 on Ultra says it requires 32GB of RAM. Same with 2160p60/4K.
I've never tried to run a game higher than 1080p60, but 32GB RAM seems excessive for any game on any settings that's being released on current "next-gen" hardware.

Also 1/4th of the gameplay we've seen is from a pay2play arena and they seem to be pushing DLC pretty hard. HL has a lot of red flags

You should never preorder anyway, not even if you're 100% sure you'll like it. If you don't have a very, very slow internet connection, you can still wait for the first reviews and if they are good, download the game and play the same day. Or maybe the next. Either way, in this day and age there's no reason to preorder anymore.

I don't get this logic for video games. 60-70$ for 40-100hrs of content, is like at most $1.75 per hr of content (and .70c per hr for the full 100hrs at $70). What other content has that type of value??

I am here to remind you of the best policy in video games: DO NOT PREORDER ANYTHING.
Preordering is a gimmick made up by the marketing department to make you pay for a product that is not done yet. It protects the company so they don't have to make a good product. Why should I fix a broken product if you are already buying it anyway? If you don't preorder they have to make it good because they are forced to rely on true sales. If they game sucks, their sales suffer. If you make a game the number one selling game on Steam based on pre orders, and then it sucks and sales dip on day one, the company still wins and has no motivation to fix it. Learn from all the failures of the past. Preordering is a terrible system that does not help you as the consumer at all. The game keys are digital. There will be plenty to go around, it's not like a book where there is no hope of it being "updated" if it's bad and where it's physical and you can only get a copy if you get a spot in line.
99% of folks who are hyped for this game won't listen anyway, but if you're still on the fence about pre ordering, let this be your sign to not do it.

Can this be verified? Because if I know for sure that I'm supporting slavery or human trafficking by buying from a specific company I would just buy from elsewhere.
Virtually every tech company on some level supports child labor/slavery, human trafficking, extremely unfair working conditions akin to slavery, etc.
They might not be at the plant where they make the phone, but where they make the components for it or where they mine the minerals that make up those components. The companies know the people they get the materials from or the minerals from are using these things, but there's so many middlemen they can say "oh we totally didn't know that! Omg! So bad! Wow we're not working with them anymore!" And no one cares.
This goes for clothing as well as well as virtually every single other mass produced item on the planet. It's actually much harder to find a company that doesn't in some way support shit like that than it is to find bad ones.
