Parents need to not let their kids touch strangers!!

I comment here often, but I've never posted, so here this goes.

I was at the zoo the other day and was wearing basketball shorts. I'm looking at the animals, peacefully minding my own business when, I felt little hands on my legs and up my shorts. I jumped because it startled me and looked down to see a 2? year old boy still reaching his hands at me. To my outrage and shock, the mom was near by laughing at the whole matter. She even had the audacity to tell me 'isn't he the cutest.'

I was too shocked and didn't say anything (I froze a bit), but I'm still boiling!! Like yes he's only two and doesn't know better. However, that would have been a very appropriate moment to explain how we don't touch strangers, let alone put our hands up the bottom of their shorts. I literally cannot fathom why that isn't common sense to that mother!
