Is there a a "reasonable suspicion of actual or pending crime" type requirement in place for police traffic stops...

This is the scenario: - Registered and fully roadworthy vehicle driving on suburban street - Driver is obeying all traffic rules - no speeding, using blinkers appropriately, etc - Driver is driving in a totally calm manner - no swerving, erratic driving, etc. - Police begin following the car and continue to do so for a while before pulling it over over.
- Vehicle and registered owner have zero history of shenanigans.

Are the Police able to conduct a road stop and pull that car over ONLY for the stated purpose of checking the drivers licence? Not to do RBT, just to check the drivers licence?

I have googled and come up with a bunch of info for other states but no specific details for CBR.

Thanks
