What the hell!?!

Ok. I have no idea where to begin.

I was having issues with wispy plastic but what the hell is going on here?

I had printed z axis squares to get it where it looked cleanest cozbit was high

Then I try to print my wife a switchplate (that was one of my first prints when I got it) and what the hell is going on here? Is the z axis too close?

I was also trying to reset all my cura settings but even after a fresh install the settings aren't right. I'm going to do it again as it might store info in the registry?

I don't know what to do next.

That looks like melted plastic, so I'm going to guess...

nozzle temp too high
cooling fan or its duct broken

Cooling fan is working. Just did a test first layer print at 210 (that's what it was at) and now I just dropped extruder temp to 200.

I'll compare the two.

Your issue itself looks like way too hot nozzle temp. At least it is ONE of your issues. For a first try lower your temp by 10K if that doesn't help try to lower by 20K, by 40K... And so on you get the point? Write down temp and results for later diagnosis! If extruder skips due to low temp just turn off the machine. If that at least helps a bit you definetly know that there is something wrong with your hotend. You than could try to recalibrate your pid of the hotend (see here https://marlinfw.org/docs/gcode/M303.html) but I cannot imagine that it will solve your issue. PTC measurement issues are quite common on anycubic machines. They are cheap and therefore have sometimes(!) crappy electronic parts. You might have to change your whole hotend or at least the PTC with the electronics behind. I'm not sure if loosen cables to the PTC can lead to such behavior. Maybe try to check the cables.

I'm going to guess over extrusion. Kinda looks like something that happened to me a while back. I decreased the flow and now I'm printing great.

Got a clean install of cura finally That's good Went back to the grey filament so I can see the fuckups easier I'm printing one now at 190 ext temp

It seems to leave extra material when it makes the turn from the y axis to the x.

Its like it doesn't shut the extruder off

Also one of the belts was loose But then again I can't find an honest to God setting on belt tension so I just got em both a bit tight but the same.

I was thinking it’s too close or too far from the bed. Or the heat is too high for the filament.

Only things I have changed is with cura. Going to wipe it and clear registry and make sure that everything cura related is gone.

Then reinstall
And Now that I think of it I made a few changes in cura a few days ago and it hasn't been the same so we shall see

I had the same issue Ran it again at 185 nozzle temp and I got much better results The Kobra max tends to run hotter that what it says it runs

I'm running my test switch plate at 175 rt now. I've been dropping the temp while printing and it looks best yet at 175

Looks like it is too hot, not sure of your previous successes, but just by looking at your picture, it looks too hot. My Kobra Max runs about 30 degrees hot. I print PLA and PLA+ at ~172-175 degrees Celsius, even though the recommended temp is 210. I have a great success and literally 0 stringing issues…just food for thought as everyone’s printer is different

First issue is thatbi can't get a 100% clean install of cura. I uninstalled. I went through the registry. I searched for anything with the name cura or ultim in it deleted them.

Restarted a few times in between it all.
Yet when I install it it STILL knows what printer i have. It SHOULDNT. UGGH.

That's what it should be like. If you need to clean your profiles you also have to delete the data in your user profile of your OS. It's probably somewhere here: C:\Users*YOUR USERNAME*\AppData\Roaming\cura

I reckon it saves the profiles & settings somewhere and that didn't get deleted when uninstalling. Maybe give PrusaSlicer a try.

As for the issue: I can't really see it that well in the picture, and I don't know how many layers you printed there, but it seems to me that your z-offset might have been a bit off and the nozzle was a bit too close to the bed. The brim actually looks quite good, but in the middle left it seems like the nozzle dug thru the already printed part becuase it was too close.
Also make sure to print at the correct bedtemp for the specific type of filament and have the surface clean, so that the print doesn't come off.
