My boss is a racist and I finally got him on a recording saying that he was going to get out of jurry duty by hanging that N-word by his neck. The audio isn't great is there someone who can help me before I turn this into HR.

If there were at least 3 people there including yourself so you have some plausible deniability - send it to everyone else. Send it to your coworkers, the bosses, the clients, all anonymously.
If nothing happens, send it to the news.
Do not send to HR. They won't do anything if his statements don't hurt profits or cause expensive turnover
That's the goal right. Let them know and when they are complacent let the companies they work for know that they did nothing.
If he didn't say it in a conversation to you, it wasn't legal to record him - and depending on the state you live in, it may not have been legal even if he did say it to you.
And he can try to wriggle out of this by saying he would never use that word except to get out of jury duty. HR's job is to protect the company from lawsuits and scandal - and it's not clear that what the boss said risks either.
I live in a one party consent state. It was said with me there.
Also in my state at least; if your company has a policy of no recording, you will also lose your case for that. There is a precedent for that in Texas. “You violated company policy” is basically what the judge decided. You need to talk to a lawyer, they’ll be able to guide you.
Pretty sure company policy doesn't trump state laws though. Granted OP will lose his job either way.

even if it was said in your presence...if your boss wasn't having the conversation with you...then the recording isn't admissible evidence, and the 1 party consent to record doesnt apply because you're weren't a party in the conversation.
Ffs I was there. I was part of the conversation. I dont care about HR as much as I do using it for these federal jobs this company always gets. No policy about recording. The dude needs to be toast for the constant racist remarks. This isn't the point. Does anyone care that he said the N-Word in that context and is a terrible person for that?
