Yea I just finished my HLR and had the same argument but it seems like the IMO was used as basis to keep me at 60% vice the 100 I was arguing for. But the DRO agreed that my effective date was indeed wrong by 8 years and 7 months so she did me a solid there when all I was asking for was 1 1/2 year PACT ACT backpay since my claims were presumptives.
They don't want to hear well I should had been rated this unless you can argue Regs and laws to point them in the right direction I had mines all typed out with bullet points to why I disagreed with VAs decision
