If it's glass that can be seen through from outside the house, I'd cover it with something opaque.
Yeah, you can get plastic film, or you can sandblast it.

Like someone put a window in the shower that wasn't glass block? That's very unusual and unfortunate.
That is not unusual in American houses from the 60s-80s. No exhaust fan was required if there was an openable window back then. I have 3 bathrooms they all have windows at the top of the shower.
My apartment has one. I had to install a curtain rod and put a shower curtain over it. They’re pretty common in post war structures
My shower had a regular window until I replaced it, about torso high. It was original to the house.

There is some stained glass window tint that you can get and stick to your windows. We put that in our kitchen and bathroom so the neighbors couldn't see directly in and it looks nice too. I'd start there and then do as others suggested with motion lights.

you can get a frosted window cling privacy film of some sort for that and cut it down to whatever custom size you might need.
Get self-adhesive shelf liner to put on the glass.
Temporarily even just put aluminum foil in the window. Whatever it takes
Amazon can probably get you frosted window film delivered by tomorrow. It clings to the window with static and peels off after with no residue (good for renters).
Do you have tin foil? For the time being, please tape that over the glass until you can get some opaque stuff to cover the glass with, or if it were me, I’d feel safer with it fully covered. Ignore anyone in her attempting to make you feel bad about curtains and if anyone is making you feel at fault.
You are not to blame. Normal human beings do not stare or record naked people showering. Those that do are the ones with serious problems. There are boundaries we should naturally understand the same way we understand that assault and murder are not socially acceptable behaviour.
It’s ok to feel fear, don’t dismiss it, we have it for a reason.
Can you stay with anyone?
Fold a black trash bag to the shape of the window and tape it on so it completely covers the glass. Walk around to the outside and try to look in. If anything is visible, add another layer of trash bag and tape.
There are stickers that make it an one side mirror. So they can't see you inside
You can get frosted film to put on the windows on Amazon. That’s what I did.
Get the rainbow cling film from Amazon and put it on all the windows, just to be safe. At least then you can feel slightly more peace knowing no window can be peeped through. I'm so very sorry this happened to you🥺 are you familiar with your landlord enough to tell them someone is trespassing on their property and peeping through the windows? Maybe they'd be up to installing cameras outside, if they're a decent person.
Then put tin foil over it. This is an easily solvable problem.
So you are going to argue about covering the windows in the shower and you are wondering why perverts are looking through an open windows. I'm not saying it's your fault but once the problem presents itself it is kinda on you to remedy it. Especially when it's as easy as cutting a cardboard box to throw over the glass for now and you can get glass film that will turn the windows opaque. It's a few bucks at home depot or Walmart.

Nowhere did I say it was an overreaction or a fabrication what I did say is that every time somebody said cover the windows in the comments you made an excuse. "The window is in the shower and it’s too small for curtains." Curtains and blinds aren't the only way to cover a window You have may not have anticipated something happening like this but it did and now it's time to cover the windows.
I feel like I should be able to live in a world where that’s not the first thing that comes to mind. Well you don't so it's time to grow up and take personal protection seriously.

Calling the police was the right thing to do. Even if they didn't do as much as they should have.
You may want to follow up tomorrow at the police station for a copy of the report. And update them that a phone light came back at the side of your house almost immediately after they left.
If there wasn't a report made. Insist on making one then and there.
You might depending on where you live, be able to get out of your lease early with this report.
There are door wedges you can get in the meantime. Super cheap and easy to install and uninstall when youre ready to open your doors. Theyre just the triangular wedges but they will keep your door closed. You might also want to get a bar for your window to prevent it being slid open.
As for the rest Id follow up on r/legaladvice to see if they have any further recommendations on breaking your lease or finding victims advocates/resources for your area.
Sorry this happened to you and is on your mind OP. The Cops could have at least done a circle of your property to flush someone out. Or check for footprints near your window. Maybe go see if you can find/take pictures with your phone before theyre wiped away.
Get some curtains or frosting on your windows. I don’t know how your bathroom window is located, but everything else makes it too easy for peeping toms and accidental bypasser.
I come from Europe, but I've never seen bathroom windows which were not frosted ever. Like who installs clear windows on the bathroom. And then no curtains... so weird. Is this a US thing to save costs?

I would question if it was the people who installed the windows in the wrong place and know where the bathroom window is. I'm sorry you are dealing with all this

What makes you think it was mistakenly? I would report that detail to police.
All the bathroom windows I saw in Europe were clear (private houses). Usually they are small enough and they have a curtain.

I've had small shower windows at home in Spain but they faced a balcony and had curtains, not ground flour
I’m so sorry this happened to you and I really hope the person gets caught and/or steps in a bear trap.
For the future, they make very inexpensive privacy film that’s very easy to install on your windows. It’s what I use in my bathroom, the bathroom window looks directly into our neighbor’s kitchen.
A roll is about $20 USD and will cover several standard sized windows and I highly recommend it for your safety and peace of mind.

Good. Then he will know that you and your neighbors will be on heightened alert for that stuff and he’ll either stop peeping in your area or get caught.

It was probably one of the neighbors...
My peeper was a neighbor. He persisted despite the cops talking to him on two occasions. He stopped after I chased him through the apartment complex screaming and barking like a madwoman.
Yes, but if others are looking out maybe he’ll stop. (I’m an idealist. One can but hope he stops)
Wet a bar of soap and draw circles or patterns on the window with it. It will come out looking like frosted glass. (Had to do this on a vacation house last year. Worked great.)
Is there a window in your bathroom? If so you need curtains or blinds, stat. Or even one of those cling film window coverings.

you can do a little curtain rod, and cut down a shower curtain to fit as a curtain.

Those don’t completely block out your image and if I remember correctly when it’s light inside and dark outside they aren’t that effective.
Get one of those shower floor mats with the suction cup. Cut it to fit the window and use it when you shower.
Yeah, that seems like your best option. I think they even have ones that are totally white/opaque. I'm so sorry this happened to you.
Get the blackout film. The opaque is still somewhat visible at night if you have a light on inside
Go on Amazon and search for window privacy film. There’s easy to apply clear film to put on it and make it so it can’t be seen through. It’s fairly cheap and easy to remove when you move out!
you can get a game camera that does not glow but sees in the dark. hide it near your window where it can take pictures.
Get your locks changed. Always lock your doors. And get a ring doorbell camera thing.
If they did it, they’ll do it again.
The police probably don’t have the time to monitor this but someone close to you might be able to catch them.
this is so violating and i’m so sorry you’re having to deal with this.
1) tell your landlord and insist they install motion-activated flood lights in the yard near the window and some manner of window covering 2) see if a friend or relative will stay with you 3) if you continue to live alone, i’d consider getting a dog. a good pal and an alarm system built in one, plus a big dog could be intimidating to any losers in the neighborhood who see you.
Motion activated camera/light system outside and alarm system on your doors and windows. I'm trying to phrase this without sounding judgey, but is your bathroom window always exposed? Like, anytime you use the bathroom someone can just look in through the window? I would never leave a bathroom window uncovered, for privacy.

You said in another comment that the backyard is fenced, is it chain link or wood? Can you put a padlock on the gate? Is the gate accessible from the street or alley? Are there dense bushes/shrubs in the backyard? Just trying to think of how someone would get a ladder in and out so quickly to get up to the window. Figuring out possible scenarios might help narrow down who this could be. Curious if it’s possible someone is hiding a ladder in the yard ahead of time in some bushes?
Outside of cameras, alarms and firearms, your best protection is gonna be a big dog. The dog will alert you when they hear someone enter the yard and will hopefully scare them away, and you’ll have a lifelong friend. I’ve got two and if a squirrel farts in the yard, they howl like crazy. Do you have any neighbors that you trust? I’d alert them to the situation and they can keep an eye out. Guarantee this asshole isn’t only filming you. Might be worth getting on neighborhood FB or Nextdoor groups just to find out if other women have had the same experiences. It’s good to get multiple people to report this. “Peeping Toms” (hate that phrase) will sometimes escalate their crimes. Stay safe, hoping there’s a positive update in the future.
How could someone be filming you in the shower? Do you have a big window in your ground floor shower to the outside?

Get a vinyl cling film to make it frosted. You can get a roll in several different styles. And do the other things people have suggested. A motion sending light out there, etc.
If your renting you can frost your windows with Elmer's glue. Plenty of tutorials online, then scrape it off when you move out. Just fyi.
If it's a shower window then it might not do well with moisture. A plastic window film like was suggested earlier would be more effective and durable.

Yeah. That's a good point. I'm not sure how the moisture would effect it after it dries.

I would put up security cameras and bright ass security lights that are activated by movement ASAP
Go to pound and get a big dog, asap.
Amazon has wyze cameras, resolution is great and they are $30 ish bucks with space for you to put in a micro sd card.
Motion activated single sprinklers are great if you can make that setup work.
FUCK THAT GUY.
But also tell your landlord asap, if just for more people to know whats going on.
Turn on the shower. Go in bathing suit if you must. Wait for the hand. Leave shower on, exit,go outside and find who has their hand at your window. If they’re on a stepladder, give a tug.
Paint the glass, it can be removed later with a paint scrape or razor blade.
Also get something for protection. Gun, a large dog. A baseball bat. Protect yourself

I’m so sorry this happened to you. Do you carry any self defense items? I recommend getting some pepper jell just in case. Also get some security cameras as well.
Could you have taken a picture back and made them explain to the police why they were on a ladder in your back yard?
Buy a gun, get training on how to use it. When seconds count, the police are minutes away.

Because, sadly, like many people these days, they would prefer to rely on others to take care of them as opposed to being self-reliant.
If you’re going to live alone for the foreseeable future, and live in the US, I’d highly recommend firearm training and a pistol as soon as you’re ready to have one
You don’t need to sleep with it, but if the creep by your window ever tried to enter your residence, you know you have options that don’t involve hand to hand combat with a man
First thing, get a motion activated floodlight and a camera installed tomorrow. It'll give you an action plan to concentrate on.
