Nah, it's a joke about a dragonball character who became a bit of a meme. Technically, even calling him a character is kind of a stretch, since—to the best of my knowledge—he existed for a single gag, but it is what it is. The character is literally just a farmer with a shotgun; I don't think he even has a name. He shoots the gun at a bulletproof alien, it (predictably) does nothing, and then he gets his shit rocked by said alien and is never seen from again. Because he's canonically worthless, the fandom sometimes jokes that he could solo the entire universe.

Take, for example, his appearance as a secret playable character in the fangame "JJBA: The 7th Stand User", where he even has a special joke ending related to him defeating Dio.

Hence why Weather Report was going to Vincent van Gone himself and Anasui was turning into the big bad wolf. I think it’s implied that actually he can control it, considering his stand manifests the stick figure from a street sign to drag him away when he gets shot. The whole point of Ungalo is that he is too lazy and depressed to actually use his stand properly. He literally just activates it in a large radius and chills out on a plane, then gives up.

Because if he used his stand in a smart way he would be literally unbeatable and the strongest possible stand user in existence. Any inconvenient part of his stand could be overwritten by the creation of a character who's sole purpose is to make that change.
Ungalo falls into the same situation as Okuyasu where he has to be stupid or else he just wins every encounter with no resistance.
But here's the problem: How do you use in a smart way a stand that can't be controlled?
Who says Bohemian Rhapsody can't be controlled? Even if it can't, Ungalo can just do what Weather did and make a character who's story is to only fulfill a single purpose to make it controllable. Make a character that changes Ungalo's power so that only things he allows to come to life can come to life. Make a character that makes it so BR doesn't require a story and can just change reality freely. Ungalo wins.
My guy, Bohemian Rhapsody is an automatic stand, so by that logic it can't be controlled. Also we don't know the limits of BR, as when Weather Report makes Put Back, it affects every fictional character without doing the process of sucking a person into their world.
But if WR tried to make Put back attack real people it most likely wouldn't work the same way as nobody knows that fictional character or is one, but even if he made it look like Spiderman or some other well known figure, it still wouldn't work because people wouldn't know/connect with them as their aren't the Mickey or Donald duck they know. Either way, we don't know the full power of BR not even the JoJo wiki has that much concrete information on BR

Edit: Looking at the wiki, it says that the character has to be someone they target likes in order to be brought in to the story, since people subconsciously want to live out their fantasies. So maybe weather’s worked because it didn’t drag anyone into a story, but rather only targeted other fictional characters.
