Nope. That's like saying "you have to have the intention of running over a family of 5 for it to count as vehicular manslaughter". If the crime happened and you're the cause, you're guilty of the crime.
Burning something down through negligence is still arson. There is no manslaughter equivalent for starting fires and burning down buildings. Intent is irrelevant.
