Aren’t the laws clear on this? They agreed to follow traffic laws and they didn’t, so they pay a fine and lose their license. Since that car is representative of the whole fleet, the punishment applies to the whole fleet IMO (this is the new part).
That’s not how any of this works for humans or robots and I’m curious where you even got that idea?
That's not how any of it works? No one's ever had to pay a fine for breaking traffic rules, or had their license stripped for it? Guess I have a poor memory.
Well, when you get a driver's license, you agree to follow the rules of the road, and if you get caught breaking those rules, you pay a fine and lose points off your license. If you indicate that you'll continue to drive the same way and break the same rules (like, I dunno, an algorithm might), then a judge will likely determine that you're a danger to others and you'll lose your license. If there are exact 100% copies of you driving around, then they're equally dangerous and would also lose their driving privileges (this is the part we're figuring out now).
I've yet to hear of a community that doesn't penalize dangerous driving and try to prevent future dangerous driving. If you know of such a place, please enlighten me.

Then where are all the examples of Waymo breaking the law from the tens of millions of autonomous miles they've driven? By your logic, they should be breaking the rules hundreds of times a day all day every day.
I said nothing of the sort. I’m merely suggesting that their interactions should be treated like those of any other driver. If they’re repeated, they should lose driving privileges.

The problem is, you don't lose your license after one traffic violation.
It's also very rare to even get a fine for many violations. The graphs in this article show just how few traffic tickets are being issued for various violations in SF.
