We just bought our house. First big problem, not sure if this needs a patch or a whole replacement?

Not a plumber but, turn off the water supply to that line.
Remove the insulation and if it's copper and the problem is a small hole, it can be easily and inexpensively repaired. If you don't know what to do, seek out a local plumber or handyman. That repair should take twenty minutes or so and the parts under $10. Ask around among people you know, a simple copper pipe repair is a skill set a lot of people have.
If there's one hole wouldn't you expect there to be more soon unless external damage is obvious?
That is a possibility and the homeowner should carefully inspect all the piping and remain vigilant as pinholes can become problems.
I'm just a homeowner myself. If you plan fixing basic things in your house this would be a good project to start with. I recently replaced my hose bib with this (I'll add a link). You made need a different version, but that's the general idea. Pretty straight forward and plenty of videos to watch. It's also frost free so it wont freeze. Your access is really good right there. I made a habit of every time I fixed something like this, I bought a tool I needed for the job. You will need something to cut that (i'm assuming) copper pipe. So get a little pipe cutter and you'll have that it your toolbox.They have these little round ones that will work in that space.
Thank you everyone! Looking at it more closely it looks like a split in the silcock. We have to figure out how long it is and watch some videos but we should be able to do it ourselves, so I'm relieved.
Take off the insulation to see exactly where it is leaking. If the hose bib burst and is just threaded on you may be able to replace it yourself.
