My money is on a Cable TV tech. I've come across them trying to bond to anything that looks like a water pipe, including the ac coolant line...
Actually I traced the line back. The hack that was hired to upgrade the panel from 100 to 200 amp service used this as the ground.

Sadly this is an electricians work. We've hired him in the past and he's done phenomenal work. But like I've said in other comments, I wonder if it was an apprentice or helper that messed up royally.
no....ita not. Lol..just cuz it's an electrical component and tied to electrical components doesn't mean it was an electrician. It was a rookie plumber. he fixed a broken line with pex and just reinstalled the ground to it. guaranteed.
I'm waiting for the day I see a humidifier/fridge water line saddle valve clamped to a Pex line.

why would it leak? lol. it's foolish yes, but believe it nor not, would hold up. Anyone who uses saddle valves to begin with is a hack.
I saw a refrigerator water line saddle valve on a very rusted galvanized water line. Needless to say no water was coming through.
I've also seen a refrigerator saddle valve on a hot water. Heat line, also not working well.
I have actually seen this. It did not work and I fixed it. It looked dumber than you can imagine. Also, I’ve seen an apprentice accidentally run hot water to the toilet. Nobody noticed until people moved in.
Yasssss. My first house built from the ground. During the walk through, I flush the toilet, I said ummmmm, the water is hot! I’m talking bath soak hot. I’m no plumber, but I knew it wasn’t supposed to do that. 🤦🏾♂️
Sometime it can be from a bad mixing valve but this guy legit ran hot water to the toilet. Was hilarious!

Sending the apprentice to go put the ground on thinking there is no way they can screw that up.
Maybe that was it. Hard to tell from the Pic. But that Tee on the tank is brass hooked onto old galvanized pipe. A perfect ground....

But I've sadly worked with a guy that went to bond a panel to a pex water line. And he would be the first to tell you he's the best electrician and knows everything lol
It was an electrician. And yes this was his ground for a 100 amp to 200 service upgrade. I moved it over a little to the nice brass Tee that the pex line is tied into.

Haha I once said that as a plumbing manager who had to deal with a flooded basement due to a tech who” didn’t have the right part at 10 pm,” so he dishwasher connection FERCOed a 3/4 pex line to a copper trunk line. I about blew all my gaskets at once. That was a long day for sure. He even said”well I turned it on and checked for leaks it held for 5 mins so I left.” I was surprised it held even that long
Your house is likely ungrounded now. This is dangerous. As per the NEC your original copper pipes were used instead of grounding rods. Check the panel on the outside of the house and make sure they installed ground rods when this went in, there should be 2. If you can’t locate the ground rods, then it is a top priority to get them installed and it cannot wait.
Luckily this is not my house. But my brothers. I was installing a new faucet and that's how I came across this. I did check the panel and this is the only grounding cable coming off of the panel. I moved it over to the brass Tee which is attached to some old galvanized pipe running into the ground. I know not the best fix. But it'll work for now.
That very likely won’t solve your grounding issue. It had a jumper because it was copper pipe and upstream or downstream(not clear from the photo) the electrical is bonded to what was once copper. I’m sorry to say, what you did likely isn’t a fix. Your brother needs ground rods at this point, otherwise none of his breakers will trip when there is a short, and that can cause fire or death. They’re easy to install please let him know it’s very important.
Oh yeah I'm not patting myself on the back as a permanent fix. It's the best ground I have at the moment. A real electrician will be out to fix it.
Thank you, it’s things like this that keep me up at night. If a customer called about this, I’d be there the same day or the next morning to fix it.
I guarantee it was a hack plumber who replaced a line with that pex and was too stupid to put the ground elsewhere so he put it right back where it was.

All metal pipes should be bonded.
It's a lazy way sparkies ground out panels. Doesn't work all that well with plastic pipes. Lol
