The "Bad" guy in Rise is a few people. The boss at the lab, Malfoy, and to a certain extent, Will. He did unethical things to help his father and in doing so he created a virus that destroyed the human race. He did it on his own with no regards for what could happen when you put a brain enhancing chemical into an ebola like virus. It spread like wildfire. And why didn't the lab tech that got sick not wear a damn mask when he was working with the animals in an operating room type of environment with an untested airborne virus strain?
There are many levels of bad people in ROTPOTA depending on the point of view at the time.
