i have a feeling that most of the big names were trying not to cause collateral damge by complete release of haki. Also, the warlords weren't half as serious as they could be, most of them were holding back some of their trump cards in case whitebeard ever got serious. I think most of the navy never realised that Whitebeard had fallen a lot from his peak, and hence they were being extremely cautious. Just imagine, mingo could cause some serious destruction if he went all out, but didn't
Honestly the warlords did not do a lot of effort because they have close to nothing to gain in this wat. They only did the bare minimum with hancock even attacking both sides and thus helping luffy. Also I wanna state that shanks did use conquerors haki. Also one piece has 18 confirmed conqueror users and only 7 of them were at the scene. Plus conqueror haki when you use it like luffy did in the beginning is only super effective if their is a significant difference in power. I think people don't use it too often because it harms everybody who can't stand up to the pressure

And ofcourse the biggest problem even if someone of the marines or the other side did use conquerors haki you would just change the battle in to a much more dangerous fight. That would mean the stakes of the battle would become bigger. All headliners will have to engage all out in battle. This is closer to nucleair war then a war, if you know what I mean

I think Oda stated Shanks to be on a similar level to Rayleigh when it comes to the amount of pressure he could have put out on fishman island but there's no telling about the control, tho I'd imagine at this point shanks would be able to do whatever we've seen from Rayleigh and more.

This. Everyone there has strong ass wills or are stubborn as hell in their ideals and vision. I always felt like Conqueror’s Haki was less about ruling over someone and more imposing your will into action or being. Slightly different. You aren’t brainwashing people when you activate it aka convincing them of to follow you. They collapse or are intimidated if weak willed/don’t have a strong idea of their sense of self and therefore their goals and dreams. It happens so that your stronger goals will go through and anyone weak will fall out of the way.

There’s no way Akainu or Aokiji don’t have conquers haki and Garp and Sengoku are confirmed users so why didn’t they and Ace had multiple opportunities to use it and he could control it by that point considering in the Ace novel he used it at will when he entered fishman island for the first time and he gets stronger after that point so it makes no sense

Not necessarily like a tyrant, there are benevolent and brave, warrior like rulers too in the verse. Some fall in tyrants coc users like kaido, big mom, while others in other category, like whitebeard, shanks, and luffy. Indomitable will and a strong willpower is also an important factor in it
It's not about being a warrior or being brave. It's about wanting to impress your will on others, that's what conquering means. Whitebeard conquered much of the sea, made it his territory.

Zoro doesn't want to become a king, only the world's strongest swordsman (which is something that a marine could want too), Zoro has conquerers haki because of his ambition. If a marine wanted to become fleet admiral or something, they could get conquerers haki too

1) Luffy (who's using it)
2) Sengoku/Garp/Doflamingo who are on the Marine's side so wouldn't use it
3) WB who us shown to be too sick to use it
4) Hancock who probably just doesn't have very strong conquerors

Conquerors' haki hits friends and foes indiscriminately so it's not tactically sound in an army vs army scenario.
Also on the pirate side, WB was I believe the only confirmed user of cok at that point other than Luffy. He could have used it but maybe he was too sick or maybe it just didn't fit his strategy. On the marine side, anyone who used it would have probably ended up taking down waaay more marines than pirates. Ths pirates gathered there tended to mostly be high level emperor crew, who can resist cok. The Marines where in higher numbers but many were low rankers who'd drop like potato sacks.
But also keep in mind that the real reason is it would have been way less impactful when Luffy used it if everyone else was also using it.
Conqueror haki just shows in 1 every 1000 or so people, while you probably find 1 haki user every 10.000 (no data) persons...
Even if we say that majority of the pirates/marines where elite, majority wouldnt even be able to use haki, maiby 100 or 200 people at best, so the probably of finding more than 1 conqueror haki user is already pretty low, yet, we got luffy, whitebear and sanks confirmed haki users (dont remenber more, add in comments if you know)

armament, observation and conqueror's in base mode is supposed to be invisible. the hardening and black coloring on arms or weapons now is to show readers when someone is using it but its actually invisible to people in the verse.
I think when someone releases Conquerer's Haki, he can't coat himself with it and becomes vulnerable. In WCI, when Mother Caramel's picture was damaged, Big Mom released her haki and damaged herself.
It comes down to the rarity of it for some reason oda builds it like only the very rare have it but anytime luffy needs a struggle theres someone elss who has it, most people use armament coby has only showed observation before training do you think any admirals have it white beard had it do to his clashing with roger, shanks, big mom, and kaido, have all met the mark. Does black beard have it Reiglay has it and now Zoro does. Kid has it, does Law?
Ace already lost his will and I don't know how hard seastone hits at df-users. Hancock was only fixated on Luffy. Sengoku was too strategic to use itm If think the thought of whitebeard being either too weak because of his illness or using it to counter his illness seems about right. And Garp didn't join the fight really until he hit Burgess. And Doffy saw the whole thing more as entertainment, otherwise he would have fought seriously.
Other than those people, there are no confirmed coc users I think, so it could be logically explained. But the biggest factor, as always, is the plot.
Imagine all big guns just spawn spamming conqueror haki, every fodder would pass out and the collateral would be huge. Besides, being a marine, you're mostly a cog in machine, you don't have that ambition. You can be a strong user of ryo or other haki but conqueror haki users are rare. I think it was 1 in 100000/million i guess
Supreme King Haki users: Luffy (used it unaware), Ace (his will was too broken to use, lighting up a bit when Luffy rescued him), Sengoku, Garp and Newgate (wouldn't use it to clash their Haki and knockout both their teams), Boa Hancock (didn't even want to be there), Doflamingo (wasn't that developed at that point).
It's not wise to use Haoshoku Bursts in a War. All the CoC Explosions were in the anime were either used in Smaller Battles, or 1v1.

There's no actual explanation, it makes no significant difference. Its basically for storytelling reasons. Its also why Luffy doesn't spam haoshoku everytime he's surrounded by low level enemies, because its fun to watch him beat up a bunch of randos.
