Kind of. There's an ancient lab containing lots of tech as any other, which HN hates. So they closed it and contained it with a military base. According to the wiki, you can get in if you're allied to HN.

It's one of the greatest stores of forbidden knowledge and tech to the HN in the entire world (possibly because it can't be raided easily due to the extremely heavy military guard presence).

 It's kinda like how the Vatican doesn't care if I walk around the tourist areas, but the guards absolutely aren't going to let me in their library unless I am held in very high regard and have special permission, and if I try I'm likely getting roughed up on the way out.

Stealth and lockpicking are your friends.

ps there are robot spiders (3 I think).

I usually sneak in, open the gate and the lab door. Aggro all security spiders and lure em out. Then they fight the hn soldiers while you calmly loot the place.
