Is this right?

Contractors are wrapping up their work on our new deck. Pictured are the boards leading down one step. I noticed a wide gap between the boards and the border. Today I noticed it was filled in with a thin board (circled). Is this right or just sloppy work?

You are still gonna have short boards that are noticeable.

If you make the gap 1/4" bigger over several boards and face screw them - fill in w/ matching plugs - 70$ a box

I.e. no hidden fastners here.

I don't like to be critical of other contractors, but this is an easy fix.
