Hi-Chew Family Pavilion is great for lil ones. Spent a 3hr rainout in there n my 10 month old son couldn’t have been happier if the game got played.
The zoo is free and very neat.

Family pavilion near ford plaza! There is also a build a bear right across from if your family is into that. They have fredbirds(mascot) you can make. Family pavilion was really cheap last time I was there (last year). You can spend less than $10 per kid or it can be completely free if the playgrounds are still there (bring your own socks or you can buy some there for like $2)
The authenticate shop is always cool to check out. It’s in right center next to the ford plaza and it has a ton of game used stuff for sale. Don’t have to buy anything but getting to see and touch game used uniforms and equipment is always cool for kids, and adults too if we’re being honest.
Walk a few blocks west to Union Station and visit the aquarium. Maybe go up the ferris wheel while you're there. A long walk or short Uber to the City Museum would also probably go over well.
Forest Park is a short drive away. Ballpark Village is right next door to the stadium, with a lot of kid-friendly stuff inside the gate. Other than that, the drive to Busch gets long pretty quickly (The Loop, Magic House, Museum of Transportation, Grant's Farm, Downtown St. Charles, Six Flags...)
The City Museum is a blast, but will probably wear the kids out.
Kid zone inside the stadium is fun.
There is a play area in Forest Park near the Zoo that is massive. Would recommend.

Ballpark Village is pretty cool and has a little museum in it. In the actual ballpark there’s a whole kids area around centerfield, a build a bear shop and that kind of stuff. Ford Plaza is its name and it’s probably the most kid-focused area in the stadium
