Try LA. bakersfield is too small for speciality schools.
There's Korean schools through some of the churches, but I don't know about Chinese. 7th Day Adventist and Sarang Church on Stockdale have Saturday Korean lessons for Korean kids. They don't welcome non-Koreans

Yes there is one downtown behind the KGET station. Confucius church…not sure they are still teaching but try going there on Saturday mornings.
There's a chinese womens league here. Some of them tutor.
Check local church groups, if you don't might the Jesus stuff.

Apparently, there used to be a Chinese Christian Church in Bakersfield. I guess they closed.
In more diverse cities, places with a China town will have schools that are “for” that ethnic group/closely related ones. Schools that cater toward certain ethnic groups is not uncommon in large districts of major cities. Bakersfield lacks diversity and any real money so this probably isn’t the place to find something like that.
