Yep. Any plumbing that runs along walls, up walls or through attics or crawl spaces is going to be the outside temperature more or less. Any pipes in a slab or underground should have a more consistent temperature.
If your house is a pier and beam foundation then even more piles are exposed.
Keep a bucket or remote milk jug near the faucet. Let the water run into the jug until it cools down. Use the jug to water plants or fill pets water or whatever.
