I have the same amount on my face OP and it is completely normal. At about 29 I did seek a medical opinion about it (I had a boyfriend that kept mentioning it). The doctor said I should ditch the boyfriend and that there was nothing wrong with me at all.

If you don't like it, you can always wax, or use a men's rotary electric razor (fast, easy to do every day or so, can be used dry), can improve your skin texture) if you use makeup, which can coat the hair and make it look more visible.

Everyone's body is different because everyone has different genes, and on top of that, hormones can also play a role in body hair.
I'm not a doctor, but there's nothing unusual about having hair on your arms or fingers or even the side of your face like you do. You're actually pretty lucky that your hair appears fair because it looks virtually unnoticeable.
If it bothers you, I'd recommend talking to a doctor to run tests and rule things out if it puts your mind at ease.
If you don't want to see a doctor, then opt for hair removal.
Your hair is probably too fair for lasers to work, but there are other medical procedures that could remove hair.
Or you could go the DIY route.
Dermaplane your face. It's best to use a quality razor vs the cheap plastic ones. I love my Leaf Shave Dermaplaner.
You could also use home wax kits if the hair on your fingers bothers you. I had that, too, but I got mine lasered away (I'm a brunette with darker hair).

I have a similar amount of hair, and it is perfectly normal.
I do shave my face with a face razor, make up sits better and I feel more confident. I wax my upper lip, or used to because since menopause my eyebrow and upper lip hair have migrated to my chin, 😆. But seriously, you can have your arm hair waxed, you can shave the hair off your face weekly, none of this is abnormal in any way. You can also leave it all alone and rock yourself however you want.
