I do not know where to start with this fish tank. It has fresh water in and it’s too cloudy. It looks empty and I’m on a low budget and I know it needs plants.

After a large water change or during the early stages of fish tank cycling the water gets cloudy due to bacteria bloom, there's nothing wrong with it at all, it's actually a good thing because it indicates that the bacteria cycle is working as it should. Just let it sit for a bit and it should clear up in a day or two. Then you can go ahead and add in your plants
