A bit of a backstory as to why I’m curious about this: Not too long ago I’ve ordered a bulb for my heat lamp as it was much cheaper on Amazon than in store. Fast forward to delivery day I got the bulb delivered in one of those unpadded thin plastic envelope. Needless to say the bulb was completely shattered and one could easily tell that whatever was in the envelope was broken. Not the driver’s fault by no means as whoever packaged it decided to put glass item in unpadded envelope.

With that in mind, can an Amazon driver decline to deliver a package if the package is visibly broken or can tell from rattling inside the package that the content is broken?

E.g

1) Box being delivered has a hole though it (extreme example)

2) shatter glass sounds coming from package.
