This isn't even corporal punishment; it's abuse. While corporal punishment IS allowed in some cases, in Florida it's child abuse if it leaves bruises like this. Also, teachers in Florida are mandatory reporters, so someone in that's school is legally required to call Child Protection Services and on the principal to report child abuse.
Yes, they do. A lot of teachers would keep them on their desk or wrap masking tape around them. Very few kids were "redlined", which meant their parents did not consent to their kid being paddled at school. So, I guess they could opt out? We got paddled in elementary through high school as a form of punishment (I graduated in 06 in MS).
I believe you could opt out but I don’t know anyone who ever did. One of my oldest memories is being paddled for not doing my spelling right in kindergarten
