They might be bugged, but it has probably to do something with the spawn points there are 3 in Azure Span 2 in waking shores and just 1 in ohnara and thaldrassus. So a complete random spawn in ohnara or thaldrassus have just a 1/7 chance.

I would just wait Blizzard will probably do something about that, the meta achievement is only 2 weeks old and they already did something about the seething cache

As far as I know, it's completely random except that there are more spawn points in Azure Span and Waking Shores, so there's a higher chance for one of those 5 than the other 2.

It's mostly just fucked since they changed it to only ever be in one zone at a time.
