I want to continue to manage my own website which I bang out in HTML in a text editor, rather than some proprietary package that throws in a bunch of code that I can't understand. Bluehost no longer fits this description. I don't need lots of bells and whistles, just a secure host for my website that will let me upload with FileZilla. Recommendations? (Other than "just learn WordPress" - I'm not a programmer, and I have a full-time day job)

Any basic cPanel hosting would do the trick, Knownhost or other recommended options on the right would be a perfect match for you.
Assuming you're talking about a purely static site (no PHP or other back-end code), the best static hosting platform in the world is probably Cloudflare Pages, which has the added bonus of being completely free. However, uploads are slightly different than what you're used to. The best way of uploading/editing on Pages is via pushing to a Github (or Gitlab) repo. So if you've never used git before, you might want to put an hour or so into learning the basics. If you really don't want to use git, you can also upload a .zip of your site through the Cloudflare dashboard, or maybe use their wrangler CLI tool, which I've barely messed with. Git really is the way to go.
You should still be able to do this with Bluehost. This is a basic functionality for literally web host. Did they change this?

Sounds reasonable just find any decent shared hosting or ask bluehost to switch you to their shared hosting from Wordpress hosting.
You say you’re not a programmer but then you want to hand-create your site? Interesting.
Not to be a shill for Wordpress but these days it would take me way longer to create by hand than auto installing Wordpress, throwing Bricks or Breakdance on there and going to town.
I’m wondering what issues you’re having with Wordpress that you find DIYing a site faster/easier.
As for the hosting, any Shared Hosting provider will do you if you go the DIY route, static sites are tiny and easy to host. Nixihost starts at $6/mo and Simplesonic even cheaper.

They're addons for WordPress that let you visually design your site. They generate fairly clean markup and are fast.

Are these pages just raw html/css? If they are, there's ways to convert it into something WordPress can use. But it depends on if you even *want* to use WordPress. If all you're doing at the end of the day is making some minor adjustments/updating these pages every once in a while, WordPress is pretty overkill and you'd be serviced just fine at any Shared Hosting provider.
If you're wanting to make daily/regular changes to your site or add dynamic content like a blog, then WordPress is the way to go. It was initially designed to make content editing easier by providing a backend to do so. It was a blogging/content management system from the start.

That’s odd as I’ve worked with many clients using BlueHost (sadly) and they do have access to do this, you’d just go to the advanced section to access cPanel. Unless you’re on an exclusively WordPress only plan. Shared hosting is what you’d want to be able to have FTP access, etc
I would point out that if you use a full service webhost such as KnownHost or NixiHost at the lowest level (say $5 a month), you will have everything you need; FileZilla no problem. No need to install WordPress. But should you ever wish to learn another platform or language, you would have the flexibility to install whatever you want as a test environment. I love that in a webhost!
zorrito.store, yes they have options for wordpress, but you can code in PHP from scratch or HTML or whatever you want, with 1gb for $0.5/month you can get a website online easily.
Almost any host you'd be using for WP should work fine for this unless they advertise that the account comes with WP already force-installed and no other means to access it via normal channels. This would surprise me if it's the case but I think a lot of hosts out there advertise packages as WP just because it's so popular (and potentially tweaked a bit for this) vs. locking it down to where that's the only thing that can be used.
This is what is called "Linux Hosting". Pretty much every hosting company can do this for you.
I like PeoplesHost.com, and yes, they meet your criteria.
I would say even "Windows Hosting" will work.

Spin up a basic Ubuntu 22.04 CyberPanel web server and be as BASIC as possible.
Super easy enough for a kindergarten to do.

Sounds like you have a WordPress hosting plan, which really limits your options to only WordPress.
Find a reputable host that offers Linux based hosting and you’ll have a lot more options available to you.
