That weapon was the sort of thing you can take the Borg out with. Hit them hard and fast before they can adapt and before they can share the data with the rest of the collective.
The following idea wouldn't happen due to budget, plot or continuity issues of the show, but seems to me like the best attack the D had was to evacuate the star drive section and Holdo maneuver it into the cube. Picard maneuver suggests the cube wouldn't be able to outmaneuver it. Plus Worf gets to say "ramming speed" with some actual consequence. Losing the star drive section is a helluva lot better consequence than losing the fleet. Granted, they did not know that Wolf 359 would be so catastrophic.
An ideal Borg hunting ship would be one that could go undetected until it finds a Borg ship. Then jam communications, take it out in one shot and get out of there and go quiet again. No mission other than killing Borg, no communications - they're not going to respond to emergeny hails, they aren't even going to hear them. Basically like a submarine. Now, if you wanted to take this into bad idea territory, there's no crew, it's all automated. Because that's the sort of thing that goes terribly wrong in stories.
Yeah, if we are talking about building a specific purpose Borg hunting ship, I'd suggest grabbing the phase shifting cloaking device from the Pegasus. Get the Romulan's in on it purely for Borg hunting purposes (worked with the Dominion) and have a small ship like the Defiant, carrying massive cloaking mines you could leave behind in the cube, decloaking, phasing in, and detonating at the same time. No need to lose the ship here.
Of course, if the Borg got a hold of the phase cloak, that might be bad.
I could see a joint Starfleet/Romulan crew. That way they could keep an eye on each other.
In Voyager's Dark Frontier Janeway, presumably with Seven's help, realized that such tactics could be effective against the Borg. Beam a torpedo inside a Borg vessel and detonate it before they realize there's a threat to counter.
Put the phase cloak on some torpedoes and detonate them inside the cube. That would work well.
