Wanting to make a small quilted wall banner - need advice?

I've always quilted my wall hangings. I didn't always use a walking foot though.

I think the batting gives them body so they look more quilt-like. But I've seen many wall hang ngs that haven't had batting. I think it's your preference.

I like to put batting in for the structural firmness it gives. It helps it hang straight and not so wavy against the wall.

For small projects I think you can get away with not using a walking foot, but it is a nice thing to have in your Quilting bag bag of tricks. When you’re basting the quilt don’t stretch the backing layer to taunt otherwise it will squeeze in after it’s released and that will also give you trouble once you start to go and quilt. I’d consider getting the walking foot because they can be pretty inexpensive and you’ll definitely want one eventually.

Look up “quilt hanging sleeve” online, I think it will work better for hanging than the loops. It’s done after you are finished. Loops would probably cause it to pucker unless you added a lot of them. Honestly I would use a thin batting, and if you don’t have a walking foot, just use a darning foot and drop your feed dogs. And practice first! But it isn’t too hard to sew straight lines on a small piece. If you don’t use batting I think the seam allowances would become too prominent over time.
