Honestly, seems pretty meh for a pauper commander. We already have a good number of commons that do that. Would rather use [[Cartel Aristocrat]], [[Ravenous Squirrel]], [[Yahenni]], or [[Juri]] as the commander.
Fair, I’m still getting into Pauper Commander myself so I don’t know all the best options.
With all the tokens recently, sacrificing artifacts has definitely gotten more valuable. I just think you can get more value, or protection will be more consistently useful (since you can always just strap on equipment or auras, like [[Bonesplitter]], [[All that Glitters]], and [[Greatsword of Tyr]] to pump the commander up.)
While pumping this commander is obviously a line to take, honestly with aristocrats I'm just trying to build an engine and sit in my corner pinging everyone. That's why I love [[Slimefoot the Stowaway]]. Having a reliable FREE sac outlet always at hand in the command zone is very nice. I'm honestly having a hard time finding any other commander with a free, no tap sacrifice outlet, I know Nemata Grove Guardian can do it but only for saprolings, and Atogatog can do it for atogs, but I think that's all I'm seeing. Oh wait I'm seeing Vishkal, Slobad and a couple others that can do it. Still, pretty darn useful.

That’s kinda huge. If there’s a deck for it, I can see this thing getting terrifyingly large fast. The only issue is that it doesn’t play well in multiples.

You already wouldn't want to have more than one of these on the battlefield at once given that only one of them can sacrifice the creatures. It would probably be better in most cases to just hold up the second in case of a board wipe.

The counterplay is to remove the sac outlet or the value cards it's enabling, or to attack their means of recursion. Sacrifice decks are actually quite vulnerable to running out of resources when you do.
I know, it's just annoying that there's basically nothing you can do to respond to the act of sacrificing itself due to the way the game rules work.
Definitely frustrating if the opponent is already set-up and ready for you.
Yea, I've always wondered if a "once per stack" clause would work, like you can use this infinite times, at instant speed, but two instances of this trigger can't be on the stack at the same time.

It entirely depends which piece is more redundant or better at facilitating synergies that draw through your deck.
Idk, Elas can combo with things that don’t really involve having a sac out let at all. Only needs [[Leonin Relic Warder]] and [[Animate Dead]] with Elas for example, and there are loads of others. Add to that a lot of Aristocrats combos require a mana creating sac outlet like Ashnods, meaning certain common combos of the archetype don’t work with Bartolome.

I’m new to MTG so I have a question: it says “sacrifice another creature or artifact”… does this mean I can target any other player’s creatures? Also can I sacrifice more than one and then add more than one +1/+1?
In magic unless the card explicitly says you may sacrifice another player's permanents, be it creatures, artifacts, etc.. you can't sac them.
Whenever a card says "sacrifice X" it always is referring to things you control. Also you can sacrifice more than one thing with this guy, and you will get multiple +1/+1 counters equal to the number of things you sacrificed.
The act of sacrificing can only be done to permanents you control.
You can activate his ability as many times as you have legal sacrifice targets for by holding priority after each activation, but these act as independent triggers and will resolve 1 at a time.
