I think Tim Curry clears all. His voice and face alone is scary. He also knows how to angle his face in front of the camera in a scary way.

I can't think of a scarier face in horror. Other guys are tall or they have a creepy voice, but they don't have the scary angles Tim Curry had. He was even scary looking in Clue.
